eBay seller protection: what it covers and what it does not

By Nation 9 min read

Quick answer

eBay seller protection means a missing-item case is found in your favor if you shipped within your stated handling time and provided tracking information, with signature confirmation on orders of $750 or more. eBay also removes defects and feedback from cases decided for you, and you can appeal a lost case within 30 days from the day the case is closed. Top Rated Sellers who offer 30-day-or-longer returns get extra cover against false return claims and used or damaged returns.

What eBay seller protection covers

eBay seller protection is a set of rules that sit on the other side of the eBay Money Back Guarantee. The guarantee covers most transactions on eBay: buyers can get their money back for an item that didn't arrive, is faulty or damaged, or doesn't match the listing. Seller protection decides when eBay sides with you in those cases, and what happens to your account record when it does.

In practice it has four parts. A missing-item claim goes your way if you shipped on time with valid tracking. Defects caused by things outside your control come off your record. You can appeal a case that closed against you. Top Rated Sellers get two extra protections against returns abuse. The table lists each one with what you need to do to qualify.

How eBay protects you when a buyer says the item never arrived

Item not received cases are where tracking matters most. eBay's policy sets the dates, and the defect-removal rules set what proof wins the case for you.

  1. The buyer reports the item missing

A buyer can report once the estimated delivery date has passed, and no later than 30 calendar days after the estimated or actual delivery date.

  2. You respond with tracking or a refund

You must respond by 3 business days after the report date, with tracking, a delivery update or a refund. If tracking shows the item was delivered, eBay may close the case on its own.

  3. Either side can ask eBay to step in

If you and the buyer cannot agree, eBay can be asked to step in up to 21 business days after the report date. eBay may also step in on its own when no valid tracking is available.

  4. eBay checks your shipping record

The case is found in your favor if you shipped within your stated handling time and provided tracking information before the case was escalated. Orders of $750 or more also need signature confirmation.

  5. The record is cleaned up

When eBay decides the case for you, buyer feedback and detailed seller ratings on that transaction are removed.

What counts as proof of delivery

eBay's defect-removal page spells out what the tracking has to show. It must come from a shipping company and clearly show the status as delivered, the date of delivery and the recipient's address. The delivery date also has to show that you shipped within the handling time you stated in the listing.

Some missing-item claims are outside the guarantee altogether. The policy does not cover items collected by a third party for the buyer, shipping the buyer arranged, such as a courier pickup, or a wrong address the buyer entered at checkout. It also does not cover items the buyer had redirected through a third-party forwarder after delivery.

  • Upload tracking for every order, inside your handling time.
  • Buy signature confirmation for any order of $750 or more.
  • Ship to the address in the order details. eBay requires delivery to that address unless the buyer chose local pickup.
  • Keep sales on eBay. eBay does not protect sellers who take a transaction off eBay, and the guarantee excludes payments where any part was completed outside of eBay.

Returns and not as described claims

A not as described claim is the hardest one for sellers, because the buyer can return the item even if your listing says no returns. Under the Money Back Guarantee, a buyer who gets the wrong item, or one that is broken, damaged or faulty and was not described that way, can request a return up to 30 calendar days after the estimated or actual delivery date or within the seller's stated returns window, whichever is longer.

On these claims the seller pays return shipping if the buyer says the item arrived damaged, is faulty, or doesn't match the listing. For any other return reason, your own return policy decides who pays. You must respond to the return request by 3 business days after the request date, and once the item comes back the refund is due 2 business days after receiving the returned item. If you miss that, eBay may refund the buyer for you. eBay may hold a return request open for up to 35 business days after it was accepted.

Some items have a shorter window. For trading cards, bullion, coins, paper money and items sold as not working or for parts, a buyer must open the return within 3 calendar days after the estimated or actual delivery date if you do not offer returns.

Two rules work in your favor. eBay may review a return request first and decline it when the evidence does not support the claim. And a return only becomes a defect if eBay has to step in and finds for the buyer. If you settle it directly, or if neither side asks eBay for help, the return times out after 30 days with no effect on your standing.

Protection against returns abuse for Top Rated Sellers

Every seller is protected from abusive buyers through feedback and defect removal, and you can report a buyer who breaks eBay's abusive buyer policy. The two money protections against returns abuse are limited to Top Rated Sellers who live in the US, list on eBay.com and offer 30-day-or-longer returns.

If a buyer falsely claims an item was not as described, you accept the return and report the buyer. eBay credits your return label cost, up to $6 per return, on your monthly invoice, and removes negative and neutral feedback, defects and open cases from your service metrics. If an item comes back used or damaged, you can deduct up to 50% of the refund to recover the lost value.

Defects and how eBay removes them

A defect is a mark on a transaction that eBay counts as a bad buying experience. A transaction gets one in two ways: you cancel it because the item is out of stock, or eBay steps into a case and finds you responsible. Your defect rate is the share of your transactions with a defect, and eBay counts at most one per transaction.

eBay removes defects that happened for reasons beyond your control, and shows the removal date in the Transaction Defect Report in your seller dashboard. It also identifies, warns and restricts buyers who file unusually high numbers of cases, and the dashboard shows how many cases were removed from your account because of that.

How to appeal an eBay case you lost

  1. Gather new evidence

Collect anything the first decision did not include: tracking, photos, and messages between you and the buyer sent through eBay.

  2. Appeal in the Resolution Center

Send the documentation to the eBay Resolution Center within 30 days from the day the case is closed.

  3. Wait for the decision

If eBay reverses the decision, your final value fee will be refunded and any defects for that transaction are removed automatically.

When eBay does not protect a seller

eBay's seller protections page lists the sellers it will not protect. Most of the list comes down to keeping the sale on eBay and describing the item honestly.

  • You take the transaction off eBay.
  • You fulfil sales through other retailers or marketplaces.
  • You misstate where the item is located.
  • Your service metrics dashboard rates you Very high.
  • You misuse protections, for example by filing many false not as described reports, giving partial refunds in cases that do not qualify, or withholding too much from a partial refund.

Separately, the Money Back Guarantee itself excludes some items, such as real estate, services, digital content and motor vehicles, and payments where any part was completed outside of eBay.

Questions about eBay seller protection

Does eBay have seller protection?

eBay has seller protection built into its Money Back Guarantee process. A missing-item case is found in your favor if you shipped within your stated handling time and provided tracking information, and defects and feedback from cases decided for you are removed. Top Rated Sellers get extra protection against false return claims and used or damaged returns.

Does eBay protect sellers from buyers who lie about the item?

eBay protects sellers from false not as described claims mainly through Top Rated Seller protections. A Top Rated Seller offering 30-day-or-longer returns gets a return label credit of up to $6 per return and has feedback, defects and open cases removed. Other sellers can ask eBay to step in and report the buyer.

Who pays return shipping on eBay when the item is not as described?

On eBay, the seller pays return shipping when the buyer says the item arrived damaged, is faulty or does not match the listing. This applies even if the listing says no returns. For other return reasons, such as a change of mind, the seller's own return policy decides who pays.

How long does a buyer have to open an eBay not received case?

An eBay buyer can report an item not received once the estimated delivery date has passed, and no later than 30 calendar days after the estimated or actual delivery date. The seller then has until 3 business days after the report date to respond with tracking, a delivery update or a refund.

Can I appeal an eBay case that closed in the buyer's favor?

You can appeal an eBay case that closed in the buyer's favor within 30 days from the day the case is closed. Send new documentation, including messages with the buyer, to the eBay Resolution Center. If eBay reverses the decision, your final value fee will be refunded and the defects on that transaction are removed.
